The American Rescue Plan (ARP) is a federal stimulus plan approved by the Congress of the United States and President Biden that provides $350 billion of stimulus funding to State and Local Governments out of the $1.9 trillion-dollar bill. The share expected to be received by Yolo County is approximately $42.8 million. View more information about the American Rescue Plan.

Eligible Uses for ARP Funds:

Support public health expenditures, by, for example, funding COVID-19 mitigation efforts, medical expenses, behavioral healthcare, and certain public health and safety staff

Address negative economic impacts caused by the public health emergency, including economic harms to workers, households, small businesses, impacted industries, and the public sector

Replace lost public sector revenue, using this funding to provide government services to the extent of the reduction in revenue experienced due to the pandemic

Provide premium pay for essential workers, offering additional support to those who have and will bear the greatest health risks because of their service in critical infrastructure sectors

Invest in water, sewer, and broadband infrastructure, making necessary investments to improve access to clean drinking water, support vital wastewater and stormwater infrastructure, and to expand access to broadband internet

In addition to counties receiving funds from the American Rescue Plan, states, cities, tribes, and school districts will also be granted funds. View the U.S. Treasury website.

Guiding Principles for Funding

In recognition of this unprecedented amount of stimulus and the resulting opportunity to invest and provide ongoing benefits, the Board of Supervisors directed staff at the February 23 Board meeting to develop principles to guide the expenditures of the funds. These principles are described before below and would guide future funding decision by the Board on the use of the American Rescue Funds:

Principles for use of Funding:

One-Time Funding – there is no expectation that these funds would recur in the future and they shall be treated as one time rather than to fund on-going commitments

Nexus to Pandemic – to comply with the restrictions on funding, a nexus to the pandemic should be clearly demonstrated. That may be:
- Pre-existing gaps – Circumstances that existed prior to the pandemic but the impacts or negative outcomes are exacerbated by the pandemic.
- Direct Impacts – Things that are necessary to respond to the present and immediate impacts associated with the pandemic. This may be characterized as disaster response.
- Recovery – Items that improve or accelerate the recovery from COVID-19 for the County and its citizens or better prepare the County against future disasters.

Needs Based/Data Informed – project or programs funding requests should contain a demonstrated need and available data must be provided to properly align the funding with the need.

Maximize Opportunity –The County should partner to the extent possible (with Cities, State, or other agencies) to create or support broader regional programs to stretch the impact of County funding.

Avoid Duplication – Significant disaster funding has been approved at the State and Federal Level. The County should not duplicate funding unless the need shows current funding is inadequate to meet that need.

Prioritize Transformational Projects – The County should prioritize projects or programs that may be transformational in solving challenges or improving its ability to serve constituents.

Linkage to the Strategic Plan - The County should accelerate goals included in the Strategic Plan that have a nexus to COVID and are appropriate to fund.

American Rescue Plan Funding to Other Entities

The American Rescue Plan will deliver $350 billion for eligible state, local, territorial, and Tribal governments to respond to the COVID-19 emergency. Additionally, $122 billion will be going toward elementary and secondary education, $36 billion for postsecondary education and around $800 million to support students experiencing homelessness.

The State of California is anticipated to receive $27 billion

The City of Davis is anticipated to receive $19.7 million
Davis Joint Unified is anticipated to receive $12.3 million
UC Davis is anticipated to receive $90.9 million

The City of Woodland is anticipated to receive $11.1 million
Woodland Joint Unified is anticipated to receive $33.6 million

The City of West Sacramento is anticipated to receive $11.7 million
Washington Joint Unified is anticipated to receive $29.8 million

The City of Winters is anticipated to receive $1.3 million
Winters Joint Unified is anticipated to receive $3.6 million
Esparto Joint Unified is anticipated to receive $2.7 million

The Yolo County Office of Education is anticipated to receive $2.5 million

Recipients of the American Rescue Plan may only use the funds for costs incurred during the period beginning March 3, 2021 through December 31, 2024. Funds are subject to recoupment by the U.S. Treasury for any ineligible expenditures through December 31, 2026.
