Tax Assistance Programs

On October 24, 2023 the Board of Supervisors approved two tax assistance programs for taxpayers impacted by the 2023-24 property taxes for the Washington Unified School District (USD) 2004 Bond. Information on Tax Rates

On October 7, 2023 a letter and frequently asked questions was issued to the residents of West Sacramento that provided additional information on the tax rate levied for the Washington USD 2004 Bond. A copy of the letter can be viewed by clicking on the link below.

Our Mission

The Chief Financial Officer protects county financial resources and ensures adequate fiscal accountability within county government.

Tom Haynes

Tom Haynes is the Chief Financial Officer for Yolo County. Tom has been with the Yolo County Department of Financial Services since 2015. He has served as the Assistant Chief Financial Officer since 2019 and was appointed as Interim Chief Financial Officer in June 2023 before accepting the role of Chief Financial Officer in October 2023.

General Information

The Department is responsible for receiving, investing, safeguarding and distributing money for the County and related agencies. The Department operates four divisions which include:

Accounting & Financial Reporting - The Accounting & Financial Reporting Division is responsible for disbursements, general ledger, financial reporting, district accounting, tax accounting, cost accounting and budgetary compliance.

Financial Planning - The Financial Planning division is responsible for long-range planning, budget development, fiscal policy development and economic development support.

Internal Audit - The Internal Audit division is responsible for internal audits, risk assessments, compliance monitoring, special reviews and consulting services.

Treasury & Revenues - The Treasury and Revenues division is responsible for cash management, banking, investments, financing, debt management and capital investment analysis and revenue management including tax collection and fee collection.
